Our Vision....................................हमारा विज़न
ICAN
firmly believes in the values of Liberty, Equality and Fraternity that inspired
the French Revolution. These values always existed in the minds of the
oppressed of the world and led to many a freedom struggle worldwide. Our Independence
movement was also the product of this eternal yearning for freedom from
exploitation and subjugation.
Our
leaders of the Independence movement embedded these values — our dreams — in
the preamble of the Constitution in these words:
“Social, economic and political JUSTICE; LIBERTY of
thought, expression, belief, faith and worship; EQUALITY of status and
opportunity; and promotion of the sense of FRATERNITY among our people while
upholding simultaneously the dignity of the individual and the unity and
integrity of the Nation.”
Realising
these values is our vision.
Our
Bedrock of Action Programme
Our
Constitution must work as a tool to realise ordinary people’s age-old dream of
building a society imbued with these values. Unfortunately, it remains
only a dream for many of our citizens. Why so?
Reasons
The
Constitution empowers citizens with various rights but then subjects those to
the state's discretion. This empowers the State more than its citizens. The
state can take away these rights with impunity.
Similarly,
the Directive Principles of State Policy are also left to the state’s
discretion and are not enforceable.
The
fundamental issue is not what is there, or what is not there in the
Constitution; rather the issue is the nature of the process of governance. This
is why people should not allow the governments to do what violates basic
values.
It
would certainly be logical and desirable to deny the state the right to
infringe upon basic rights and to make it accountable for fulfilling promises
made in the preamble.
Fighting
for grassroots democracy, therefore, is far more necessary and critical to
public movements.
People’s
problems
Inequality
is the result of the control of exploitative forces over means of survival
supported by political ideology. Inequality, therefore, can only be removed by
political work. We believe that no part of human life is untouched by politics.
Whether
it is poverty, gender inequality, caste hierarchy, ethnic and communal
discrimination or climate crisis – all this demands a new way of thinking.
People have had no opportunity to develop their political education,
consequently, they do not see the relationship between their daily struggle and
politics. ICAN wants to play a role in giving a new direction to our thinking.
Our
Resolve
Our
resolve is to initiate, in partnership with like-minded individuals and groups,
such a people-centric process of dialogue and nonviolent action that can pave
the way for alternative social paradigms and economic advancement of the
community of Indians.
We
wish to protect and promote a multicultural society, which exists in harmony
with nature.
While
we believe that a pluralistic society is healthy, and recognise the value of
faith and alternative modes of perceiving life, we insist that scientific
temper and secularism must be the guiding principles of the state.
This
is where all democratic people, activists and thinkers have to come together.

ICAN का स्वतंत्रता, समानता और बंधुत्व के
मूल्यों में दृढ विश्वास है । इन्हीं मूल्यों ने फ्रांसीसी क्रांति को प्रेरित
किया । ये मूल्य
दुनिया के उत्पीड़ितों के मन में हमेशा मौजूद थे और कई स्वतंत्रता संग्रामों
के लिए प्रेरणा स्रोत बने । हमारा स्वतंत्रता आंदोलन भी शोषण और
अधीनता से मुक्ति की शाश्वत आकांक्षाओं का परिणाम था ।
स्वतंत्रता आंदोलन के हमारे नेताओं ने इन मूल्यों – हमारे
सपनों – को संविधान की प्रस्तावना में इन शब्दों में अंकित किया:
“सामाजिक, आर्थिक और राजनीतिक न्याय; विचार, अभिव्यक्ति, विश्वास और पूजा की
स्वतंत्रता; स्थिति और अवसर की समानता; और व्यक्ति की गरिमा और
राष्ट्र की एकता और अखंडता को बनाए रखते हुए हमारे लोगों के बीच भाईचारे की भावना
को बढ़ावा देना ।”
इन मूल्यों को साकार करना ही हमारा विज़न है ।
हमारे एक्शन प्रोग्राम का आधार
अवाम का सदियों पुराना सपना मूल्यों पर आधारित समाज के निर्माण का साकार करने का है, हमारा संविधान
इसे साकार करने का उपकरण बने यह ज़रूरी है। दुर्भाग्य से, हमारे अधिकांश नागरिकों
के लिए, यह केवल एक सपना बनकर रह गया है। ऐसा क्यों हुआ?
कारण
संविधान ने नागरिकों को कई अधिकार दिये हैं लेकिन फिर उन्हें राज्य के विवेक
के अधीन कर दिया है । इससे राज्य अपने नागरिकों की तुलना में अधिक ताक़तवर बन गया है । राज्य लोगों के
अधिकारों को बिना किसी परवाह किये छीन सकता है ।
इसी प्रकार, राज्य के नीति निदेशक सिद्धांतों को
भी राज्य के विवेक पर छोड़ दिया गया है और उन्हें लागू करने के लिए राज्य को मजबूर नहीं किया जा सकता है ।
मूल मुद्दा यह नहीं
है कि संविधान में क्या है, या क्या नहीं है; बल्कि मुद्दा शासन की प्रक्रिया की प्रकृति का है। यही कारण है कि सरकारों
को बुनियादी मूल्यों का उल्लंघन करने वाला काम करने से रोकना चाहिए ।
राज्य को बुनियादी अधिकारों का उल्लंघन करने से रोकना और
संविधान की प्रस्तावना में किए गए वादों को पूरा करने के लिए उसे जवाबदेह बनाना
निश्चित रूप से तर्कसंगत और वांछनीय होगा । इसलिए, ज़मीनी स्तर पर लोकतंत्र की स्थापना के लिए लड़ना सार्वजनिक
आंदोलनों के लिए कहीं अधिक आवश्यक और महत्वपूर्ण है ।
लोगों की समस्याएँ
ज़िंदा रहने के साधनों पर राजनीतिक विचारधारा की सहायता से शोषणकारी
ताक़तें क़ाबिज हो जाती हैं तब
असमानता पैदा होती है । अत: असमानता को राजनीतिक कार्य द्वारा ही
दूर किया जा सकता है । हमारा मानना है कि मानव जीवन का कोई भी हिस्सा राजनीति से अछूता नहीं है ।
चाहे वह ग़ुर्बत हो या लैंगिक ग़ैर-बराबरी; जातिवादी ऊँचनीच, जातिगत और सांप्रदायिक भेदभाव हो या
जलवायु संकट – इन के लिए ज़रूरी है एक नई सोच । लोगों को
अपनी राजनीतिक शिक्षा को विकसित करने का कोई अवसर नहीं मिला है जिसका परिणाम यह है कि वे अपने दैनिक संघर्ष और राजनीति के बीच संबंध नहीं देख
पाते हैं । आईकैन हमारी सोच को नई दिशा देने में भूमिका निभाना चाहता है ।
हमारा संकल्प, समान विचारधारा वाले व्यक्तियों और
समूहों के साथ साझेदारी में, संवाद और अहिंसक कार्रवाई की एक ऐसी जन-केंद्रित
प्रक्रिया शुरू करना है जो वैकल्पिक सामाजिक व्यवस्था प्रस्थापित करे और भारतीय
समाज की आर्थिक उन्नति का रास्ता खोल सके ।
हम प्रकृति के साथ मेलजोल से जीने वाले एक बहुसांस्कृतिक
समाज की रक्षा करना और उसे बढ़ावा देना चाहते हैं ।
जबकि हम मानते हैं कि एक बहुलवादी समाज स्वस्थ होता है, और विश्वास और जीवन को
देखने के वैकल्पिक तरीकों के मूल्य को पहचानते हैं, हम इस बात पर ज़ोर देते हैं कि
वैज्ञानिक नज़रिया और धर्मनिरपेक्षता राज्य के मार्गदर्शक सिद्धांत होने चाहिए ।
इस बिंदु पर सभी लोकतांत्रिक नागरिकों, कार्यकर्ताओं और विचारकों
को एक साथ आना होगा ।
